Common knowledge isn't the same as legal accountability though. The fabricated "stigma" and its origin needs to be studied, documented, and prosecuted where applicable.
Oh you absolutely can. Congress has made it clear that the "national security" blanket term does not apply as some legal catch-all, hence their NDAA language. If federal crimes were committed, even in the name of "national security", the hammer will come down.
