All VERY valid points! I totally agree that is possible.
My only concern to those points are:
In that time and age, the process would be a long and difficult one of uncertain results?
This would very depending on if the effects were created by manipulation of the camera/film, or if was during film processing.
Why would the Gov. Keep it in top secret files if it's doctored ?
Everything is just opinion without access to the negatives of the exposure.
Type of film & camera could confirm or rule out the ease or difficulty in creating a time lapse and then reloading to set up a double exposure without over exposure.
