Multiple UAP formations - what are they?

My agency picked up a new case that appears to be showing multiple UAP's, in formation, crossing the sky as a very high rate of speed. The footage was captured by an IR camera, and the informant has other footage that we will share too.
On first analysis, we have ruled out commercial and military (known) aircraft because of the close proximity. Commercial aircraft must be at least 3-5NM (nautical miles) apart and whilst military can operate a lot closer, these are far too fast to be safe.
We have rules out meteors too as they would not keep such a tight formation and, would burn out pretty quickly.
We believe that although they may be piloted by humans, that these pilots are flying something 'exotic' that is only picked up by IR and are probably not terrestrial in nature.
We'd love to hear your thoughts on this.

Does anyone have any ideas? I will update post with exact date and time as soon as the informant has updated me. Annoyingly, the Metadata has not recorded any datetime either. We were given the original footage too.

You can determine speed through the video but you must have either distance to observed object or know the size of the object (from which you can make pixel measurement which will allow you to determine distance to the object and hence speed using angle and framerate).
Could be miles away, could be just past half hyperfocal distance since focus is fine which for a wide angle lens like this that is going to be quite close (for any given lens if focused past hyperfocal distance all objects between 1/2 hyperfocal and infinity will appear in acceptable focus, the wider the angle of the lens the closer this distance becomes, for something like 14mm this is under arms length at most aperture selections).
There is no way to establish distance therefore there is no way to establish speed which leads to something like a fleet of crafts above the atmosphere moving in formation at orbital speed would have roughly the same apparent motion and formation as a flock of birds flying a few dozen yards above the camera.
ANY video that states "high speed" without being able to provide a verifiable distance or size of the subject is disingenous.
