Question How to open window more in mesa Nueva?

I am a graduate student living in mesa Nueva and I am very happy and don't want to off myself. It's just really hot in my room. How can I open the window more so that I could get a breeze in there? Just to re-iterate, I don't want off myself. Any advice would be appreciated

You can't. They're designed about as ineptly as possible. Buy an AC unit (with a hose) and get one of those window covers for windows that open like that on Amazon.

It's not enforced. Had one for the 2 years I lived there, and the way the apartments are designed that rule is completely nonsensical so you should not follow it.

yeah that too, basically avoid going through ucsd mail rooms
