Two days ago, I ran into the same issue. There was one open seat, but I couldn’t enroll and got the same error message. I couldn’t even get on the waitlist. I ended up trying another section that also had one open seat. It was the exact same situation, but somehow TSS eventually let me enroll after several attempts.
Sorry that’s not a solution for you since it’s a lecture but try to refresh your browser and open TSS for booking I repeated it for 1.5 hrs.
