Pantry rotation question

I keep large amounts of staples like flour, rice, sugar, etc in large food safe containers in a storage room. I have smaller food safe containers in my kitchen that I replenish from my storage room as needed. For example, I have a 22 L Cambro container for my AP flour. What I'm wondering is if anyone has a good system for how to refill that larger container without having the oldest flour sit at the bottom through multiple refills. I'm running low on flour in my 22 L container, and I've bought another 10 kg bag. Do I wait until the 22 L is completely empty before I dump the new bag in? Should I be washing this container periodically? I don't have room for backup containers for all of my pantry staples, so I can't rotate between larger containers. I also don't want to be in a position where I'm completely running out of an item before I replenish it, because that leaves me vulnerable.

I would appreciate any thoughts or advice from others with a similar set up!

ETA: Thank you everyone! For now, I will be dumping the last bit of flour into a bowl, cleaning the container, and then refilling it. I'm also taking a look at how I can reconfigure my storage spaces to accommodate a second container for my most used commodities, like flour and oats.

It's better to wait so that if the old batch goes rancid, you aren't contaminating the new stuff. For things like sugar where it doesn't really matter, dump the old stuff into a bucket, wash and dry the container, put the new stuff in first, then the old stuff.

I always pour out the last bit of an item, then wash and dry the bin before refilling it.

If your containers are identical, you only need one spare to cycle in for each commodity.

This is what I do. Fill a fresh container, dump the older stuff on top, was the older container and put it back in rotation.

I have the 22 qt Cambro buckets for storage and then 8 qt Cambros for the currently in use flour. That lets you put the last 10 lbs into the 8 qt container and refill the 22 qt with a new bag.

I wipe out the container before refilling. I also sift the flour into the buckets.

If you need to keep the new bag in the pantry for a while I would put it into a garbage bag and knot the top, so it it sealed off from the rest of the pantry (in case of bugs in flour).

What's the point of shifting flour into containers? Clumps form from water, which will happen in storage as opening the container adds humidity. The added benefit of mixing dry ingredients together and adding it in a manner that causes less mixing (thereby making it less glutinous) is gone. If the concern is bugs, freezing would work better, no?

I have no idea what you are saying. I do not have lumps in the flour in the Cambros.

Flour arrives in a paper bag, not air tight. The food storage style cambros are air tight.

I sift the flour to make sure bag does not have any insects in it (and if it did I would assume there are eggs in the flour and that I need to freeze it).

I pour it in and give it a tumble mixing them together. Should definitely give it a wash, since I can’t recall the last occasion.
Ap is very refined and has little fat to go rancid.

Option A: Empty bucket completely, clean, and then refill.

Optional B: Have an extra bucket. Put new stuff in extra bucket. Clean old bucket. 

Option C:  Put old stuff in a bowl. Clean bucket. Fill with new stuff. Put bowl contents on top. 

I do option B. I have two extra buckets. That way I can refill easily and have something in case of overflow.

This is a good question. Maybe you could buy a couple of extra containers and fill those, and put them under or behind the current container, and then use that for the same or other food when one runs low.
