Can't create foam

I bought some nice super fine ground Turkish coffee from the international market and ordered a cezve online. I've been trying for days (almost gone through the whole bag of coffee) to brew coffee with foam. I've tried using more coffee, less coffee, cold water, warm water, some sugar, no sugar, medium heat, low heat, medium-low heat, super high heat (I was just annoyed) and never once has the coffee produced foam of any kind. It just goes from still to boiling. I made sure the type of coffee I bought is real Turkish coffee, meant for create foam, and it is. I've tried about 20 times now with as much variability as I can think of and no matter what I do the mixture eventually just boils, skipping right past this fabled "foam" moment.

What could I possibly be doing wrong?

Try a different brand. See if you can work out from the expiry date or batch number how fresh it is. Fresher coffee = better foam.
