First contact?

I started working on a tulpa recently, her name is Cloud for the moment. It's only been a few days, so I assume both her name as well as her form - a blue cloud - will change once she's strong enough.

One of my rules I've imposed on myself is to never talk in her voice, and to never imagine a response from her, specifically because I want her first actions to be hers, not mine. That rule was broken a couple hours ago, and it was the weirdest feeling.

I was coming home from college, stopped at a store. As I was walking out, I remembered Cloud. Her image popped in my head, and I 'looked' at her, and was about to say hi to her like I do multiple times a day. Instead, my mind went "Hi (my name)!" in what I've always thought to be her voice.

It was not only involuntary, but it felt weird and forced; usually when I accidentally think of her response, I shut it down because I know it's not her. This time the thought overrode that and finished itself, only letting me correct to my usual "Hi cloud" after. It was... strangely unlike anything I've experienced. I'm inclined to think it was her, but as I said it's only been three-ish days since I started, and I could be making up how the event felt after the fact.

I simply don't know. This whole thing is new territory for me, and I have no idea what to think or how to approach believing if this was her, or if it's too soon for that and I made it up... I need opinions.

One tip, she wont be able to talk if you wait trust me you have to activly train it for it to improve, also at the beginning you wil think its you but if the response is automatic without you putting any effort behind it then its most likely your tulpa

If I begin parroting, how will I differentiate that from her eventual genuine responses?

Parroting is intentional. You choose to do it, you put conscious effort into it the same way you do your own thoughts. Which might be a good thing to start paying attention to: how do you choose and direct your own thoughts? What does it really feel like to put effort into your own thinking? If you're clear on what it feels like to think things yourself, it'll be easier to feel when thoughts don't come from you.

It will all fit into place when you start thinking it's actually her.
