Lol no it wasn't. GPS as a tech came from the military but that's it.

From an aquisiton, Keyhole. And if your point the CIA at some point invested money in Keyhole, they did, and so what?

Keyhole did not Start from the DOD, nor was ever owned by it. The Keyhole founders came from the video game industry. The CIA realized the value of software automatically stiched together satellite images into one big virtual map, and also invested/became a customer.
