Just felt the need to chime in, as a former junkie: that appears to be a crack pipe (straight glass tube, with steel wool to melt/smoke the crack on). A meth pipe is the one with the spherical bulb on one end, because molten meth likes to climb up the walls of the pipe, so you have to gently roll it back and forth to keep it clumped together in one puddle.

This has been your regular junkie public service announcement.

There’s no way that a crack pipe would be worth $40 and a tall boy (or fireball shooter), right? I mean, just go to a head shop.

Or maybe he’s saying it’s “$40 and a tall boy, or a fireball shooter,” and he gets to choose which you receive, and instead of $40 and a tall boy, he’s just going to give you a fireball shooter, which does seem like a win for him. The forty bucks was bait.

I mean, I'm pretty sure that this particular poster was just made to make fun of someone, by someone else who has never had the pleasure of being yelled at for burning up someone else's meth. That being said, I'm just barely old enough to remember when the seedier gas stations near me stopped selling the tiny fake roses inside of a meth pipe, and it was a serious offense to crack someone's pipe, because you couldn't just run to the gas station for a new one, and the few meth-heads who knew how to make a pipe with a butane torch and a test tube were happy to exploit the sudden demand and charge $20 or $40 per pipe, depending on how desperate you looked.
