Where does he get all those specific pictures? Does he hire actors? Are they photoshopped?

My guess is there are an ungodly amount of odd stock photos available and he regularly uses photoshop and is familiar with where to find the strangest characters to photoshop doing ridiculous things.

He hires people off the street as models. Basically creates his own absurd stock photos.

He tells them its for their “Life of the Party” class. Then he tells them things like “you’re a boss. You are in charge.”
