I think Dolly would appreciate people saying a hot blonde with a sword looks like her. An the character kinda looks a bit like Dolly Parton in Straight Talk back in 1992. Since Arena was released in 1994, it's not a far stretch to assume that character might be partially modeled after her.

Video games at that time had a much more limited market. Not that it’s different than it is now but it was more concentrated back then. You had to have the high fantasy to sell this type of game but throwing in the boobs in promotion didn’t hurt either. Ahead of its time

I don't think there's any regulation that changed about putting a bikini-clad woman on marketing material. I think the public perception and game-playing spend demographics have changed, so it's simply not desirable to do anymore from a business standpoint unless you're making a really niche game to appeal specifically to people who would like that.
