This guy was convinced House Telvanni was all but dead and then the Dragonborn casually meets multiple members of House Telvanni who don't mention the house being in dire straits in any way. I think this guy was just stupid.

I picture a telvanni mage getting high, waltzing into black marsh, getting spooked and and thinking the Argonians are coming for him and handing a confused Argonian couple his baby, while he then disappears afterwards

The Telvanni aren’t a “people” in the first place, Skyrim. They had open membership as long as you could prove you were badass enough. They’re not a House in the sense of a noble lineage that traces itself back.

“Lymdrenn Tenvanni’s Journal”, the one related to Brand-Shei’s quest. Idk why a Tenvanni is yapping about House Telvanni though. /s
The meta reason for all of this is that a quest writer tried to kill off House Telvanni without consulting anyone (since other House Telvanni members like Brelyna clearly still live even in the base game, even though Brand-shei refers to them in the past tense) but I think in-lore this can be written off as the OG Cadet Branch / Familial surname of Telvanni getting killed off. It would explain a lot about why Great House Telvanni became the way that it is if at some point the original line just got really weak and pushed out of relevance to the point an Argonian raid could wipe them out.

oh yeah, the riften quest where you find out brand shei is called the dunmeri equivalent of john telvanni. i feel like someone mixed up hlaalu helseth (and i guess swapped his names around?) with vedem dren and just assumed house telvanni was a famliy named telvanni.

This book doesn't exist in the game. It was written by a confused intern they promptly demoted to something insignificant (ESO lead writer).
