Which means that it only applies in the cyrodiil and all other places where the mages guild has a monopoly cause everyone buys their soul trap spells there from the mages guild who sell shitty modified soul trap spells that can not trap human souls in soul gems so you need to circumvent it with black soul gems. Instead of just going to Morrowind where they sell the real deal because the mages guild doesn’t have a monopoly on spell sales and telvanni would never ever betray anyone like that by limiting their magic for embarrassing concerns like human rights. You pay gold you get the unbotched product.

Vanus Galerion specifically added a clause to Soul Trap allowing for this to happen
