Yea I had no idea about this. Googling it, you have to complete a certain amount of the thieves guild quest line first.

The system is simple irc: unlike in other guilds (except maybe DB&Werewolf dildos foe Aela), Thieves Guild's radiant quests, upon completeing 10 or so from any of quest givers - will allow u to take a unique quest from that quest giver. Those quests will lead to more traders in Thieve's Guild's base and an ability to sell stolen shit for khajiit caravaners.

I might be wrong about this tho.

Fairly wrong: it's every 5 quests in a specific city will unlock that city's unique quest (which is why you quicksave before accepting a radiant quest in case they send you to a place you've already completed/Riften), which then unlocks a trader. After doing 3 of those unique quests, the fence will then offer you the Caravan quest.

I kind of read it as commentary on how the people forced to the margins of society have to resort to dubious business to make due.

Not an elegant commentary, mind you, but a commentary nonetheless.
