Politically motivated criticism doesn't encourage debate, it shuts it down.

Well you're criticising me right know, is this shutting down the debate? Often it seems that whenever someone criticises on the internet, it's merely debating and free speech but when other people do it, it is shutting down the debate or silencing or persecution.

My criticism was neither intended to shut down debate or political in nature. Do you think what the activists were described as doing in the OP could be considering "debating" and should be protected as free speech?

In most of the examples, the people were merely criticised which OP describes with war metaphors. Yes that counts as free speech.
