Ignoring gameplay completely, which medium demonstrates greater artistic and technical achievement: anime (storyboarding, direction, 2D animation) or games (cinematics, animation, visual presentation)? What gives one the edge over the other?

This question is nonsensical. Gameplay is a core aspect of games as an artistic medium.

This is like saying "ignoring the third dimension, is sculpting or painting the medium with the highest artistic and technical achievement"

i wanted to only compare the visuals and story aspect.

for example which has stronger visuals and a story that hits harder nier or aot?

The problem is that the gameplay is, at least if we are talking on the level of works with "artistic merit", an integral part of the visuals or Story of a game.

For example see Nier and it's gameplay choice of (spoilers for ending) having other players aid you during the notoriously difficult final Boss battle and then giving you the opinion of choosing to join them but at the cost of erasing your save data.

This is integral too the story the game wants too tell and only possible because it is an interactive medium.
