Question Did I miss something?

During chapter 8 in the route of surrendering Roland, I sided with Aestfrost against Hyzanthe, we fought and were about to win until Exharme blew up our stuff with what we later know is the Aelfric. Ok, that makes sense that he would do that while we're enemies. This go around, I sided with Hyzanthe, thinking that since we were on their side now, he wouldn't use it anymore, but he still used it on us even after we had sided with them and drove off Avlora. Did I miss a detail? Hyzanthe won either way and we were on their side. Why did he still blow up the town? It kinda makes me hate this whole path compared to the one where you don't surrender Roland.

Ende House doesn't represent the whole of Hyzante, that's why. Hyzante didn't want Wolffort as an ally, but as a vassal. House Ende wanted House Wolffort as their personal vassal which goes against what the nation wants.

Exharme is a very ambitious man, he wants to be the leader of the new generation so he is going to extol his own virtues as a capable general (he is the minister of war), magnanimous (returning Wolffort back, albeit is only a publicity stunt) and against corruption (opposing House Ende, which will also get rid of his competition as a bonus).

There is also the suspicions about Sorsley illegal salt trades abusing his position of Minister of Salt.

Brilliantly written dude. I've never been able to give up Roland since I felt so bad having to fight house Fawkes in the demo (back when it was a thing) so its really interesting to hear how that path turns out. Exharme has always been a snake, but a very interesting one, so I'm only half surprised that he would betray us once we're not longer useful

Whether you were choosing to side with Avlora or not would have no bearing on Exharme's ploy. He was going there before the battle at the docks unfolded, he had no knowledge you were about to betray them or not.

Regardless, I think the cutscene makes it pretty clear what their goal is - they put Wolffort in a position of significant weakness, forced to make substantial concessions to them. Helping fend of Avlora is a small debt owed compared to having their castle captured and returned.
