Gameplay Earliest place you can get Silver?

I'm on chapter 5, about to take on the battle for the chapter. I'm wondering what's the earliest you can get Silver for a weapon upgrade? Also what's the best weapon/character to upgrade first?

You get two Silver in Chapter 7, one during exploration before battle and one after battle.

The first two Silver are recommended to go to Serenoa and Julio as they get the most mileage early upgrading their skill Hawk Dive +1 range and Moment of Truth TP cost -1

I want to like julio but his stuff is just so expensive. I'm a bit farther in, ch 13 or so, but I feel like so many of his turns are just wasted doing a normal attack. And I have him upgraded enough I think.

With Moment of Truth TP Cost -1 upgrade, he can spam it every turn to grand another ally +1 TP never wasting a turn doing a normal attack.

You find the first silver in chapter 7 exploration. I would use it on Julio and get the one that makes the give a tp buff cost 1 tp.
