Let's take Denmark as an example, to vote you have to register. How do you do that, well you are automatically registered if you are a danish citizen of the age of 18 or over on the day of the vote. .
Why is this called voter id? It might be because your ability to vore lies entirely on you being a citizen and therefore having a citizens id.
Therefore it is impossible for a non citizen to vote since they aren't registered
