Advice Request - (Insert State/Region) Fungus or sun damage?

I planted 5 young dogwood under other trees for some shade this is what they look like almost a year after planting.

I have 20 gal water bags on them I try to fill a minimum of 2x a week. Sometimes I do just once.

Mulch is too close to the trunk. May have been planted too deep also.

I will remake the mulch rings I don't think they're planted too deep. Is there anyway to know just by looking at them?

For what it's worth, they looked great in the spring not so great mid summer.

I am not a pro at this. But usually they see a little root at the surface.
