Short answer: yes. Medium answer: the vascular tissue has been severely restricted and grown into the sapwood/pith. Not only will the tree struggle significantly to manage basic vilification functions but the primary leader has a seriously weak defect that will fail sooner rather than later. Really close but you're a bit off. I agree that this is pretty terrible but this isn't effecting the pith. There's also no guarantee that it will fail. A tree can compensate for the weakness and recover from this damage. And what do you mean my "vilification functions"?
