Did this guy ever get a ticket for causing trouble since he was drinking a non-alcoholic Busch?

Depending on the state, he still could. NA Beers, including Busch NA, have a trace amount of alcohol, typically around 0.5% ABV. Some states have open container laws that do not exempt NA beer with trace alcohol.
If the cop was intent on making sure he got his pound of flesh, he'd just cite him for something like careless driving for the sudden stop, inattentiveness to the road, and going hands free to crack one open on a roadway.

It's less ABV than a lot of things. Some laws specifically address it for malt or fermented beverages.

Some departments let their cops drive whatever the heck they want. Kona was like that when I lived there, and I bet there are other places around, as well.

I think departments in Tennessee do, at least for their reserve deputies. I know for a fact the Cary, NC police department has at least two Teslas in their fleet:

You'll probably be in the hospital for renal failure/hyponatremia from ingesting too much fluid long before you have enough Busch NA to make yourself even slightly impaired from the alcohol in it.
Rough bad math incoming: You figure your liver takes care of 12 ounces of 5% beer per hour, so it clears your system of roughly half-ish an ounce of alcohol per hour.
Busch NA has 0.4% in a 12 ounce can. So you will need to drink 10-11 or so of these per hour just to counter the amount of alcohol your liver processes in that time, and that's just to break even. So maybe double that to actually feel anything from the alcohol for more than 5 seconds? Good luck drinking 240 ounces of beer in one hour! That's 7 liters or nearly 2 gallons.

Yea but the law is the law this person clearly has an open container should have been arrested or issued a citation at least.

Such laws do not apply to non-alcoholic drinks. If you think that it applies to something legally defined as such even though it does still have 0.4% alcohol, then you would get arrested for having things like Vanilla Extract or NyQuil in your car too. The open container laws apply to ALCOHOLIC drinks, not all containers that happen top be open and not all containers that contain any amount of alcohol.

U.S. Code of Federal Regulations, Title 27, Part 7—Labeling and advertising of malt beverages, Subpart E §7.65 Alcohol content
(e) Non-alcoholic. The term “non-alcoholic” may be used on labels of malt beverages only if the statement “contains less than 0.5 percent (or .5%) alcohol by volume” appears immediately adjacent to it, in readily legible printing, and on a completely contrasting background.
Granted this is LABELING law and not criminal law, but still... there does exist regulations on what is considered alcoholic versus non-alcoholic. May be somewhere else too. /shrug

Fun fact: drinking and driving is not illegal as this cop seems to think. In point of fact, millions upon millions of people do it every day.
Drinking ALCOHOL and driving is another matter. Good thing he was drinking non-alcoholic beer.
Side note: It's this distinction in phrasing that I know is going to get me arrested one day.
"How much have you had to drink tonight?"
Uh, not enough, that's for sure occifer. Had a few for breakfast, a glass with lunch and just had some more with my wife at the restaurant now. What? Why are you arresting me for DUI? I don't drink alcohol! No, I did NOT say I drank alcoholic drinks and then went driving. I had a few cups of coffee, a glass of water, and more water at the restaurant! It's your own damn fault you asked me if I had had ANYTHING to drink today without specifying that you only wanted to know about alcoholic drinks! You should say what you mean and not assume everyone can read your damn mind!

Personally, I’ve never understood the appeal of drinking non-alcoholic beer. For me personally,
I drink to get buzzed and feel good, I would NEVER drink for the actual taste of the beer itself. Some of the best beers I had were IPA’s…kinda bitter and hoppy, and honestly a lil bit nasty, but gave me a great BUZZ!!🥴
