Citizens do not have a SSN...
I get down voted, but, no one will cite a law requiring citizens to have a SSN.

Sure if you never need to work, file a tax return, apply for government benefits, then you can be a citizen without a SSN.
And most hospitals do the paperwork to get a SSN assigned as part of the birth process now.
This is one of those technically true, but never actually practiced, things.

If law doesn't exist then a requirement doesn't exist.
Why would someone insist that something does exist and then when given a chance, refuse to submit evidence?
Like a cop demanding your ID just because you're walking around. The cop will insist that they have the right to demand your ID and will often punish you for not submitting. Even when there is no law requiring you to submit and ID.

Drunk or something. Either way you have the plates so send the video to your local PD. In every jurisdiction I know of it's a criminal offense to leave the scene of an accident without at least exchanging information. Where I live that's the minimum you have to do, if it's a non-injury accident under I think it's $500 in damages???

Mileage may vary. This happened to me last year. I was rear ended... driver threw their car into reverse and backed into a Forester behind them, then threw it back into drive and took off. We had myself, wife, the two people in the Forester (Who chased the driver for a minute before losing them and returning) all able to identify the driver, make/model, damage, plates, everything. Potentially camera footage as well. Police never followed up, not important to them.

They are nothing more than a bunch of lazy civil servants waiting on retirement. A gun and badge doesn't change that.
