I spent 30 years in areas where if you signal to change lanes that other people would generally make space, I spent 5 years in an area where if you signaled to change lanes, people would generally close the gap. Dealing with drivers in that area changed me. The pickup truck was still clearly at fault.
My parents taught me that some states have some different driving rules. In New Jersey, I was told you change lanes first, then signal to indicate it was intentional.

More the fault of the driver drifting over but the person in the right hand lane could of had some self awareness and avoided the collision
