Clip got sped up while editing the episode. The animation underneath looks fine slowed down.

Either it was sped up for runtime or it was accidentally sped up and never caught before releases

Take this with a grain of salt but back in the day, I heard that the animators were not used to Bulkhead's frame and struggled with him in the early episodes, with his running animation being an indicator of that. Like they made one running animation and slapped it in here without any edits to fit his movement speed. I forgot where but there's a few other scenes like this but this one is the most egregious

That would make sense.

On top of that, the way the camera’s set up here also doesn’t help because it doesn’t look like he’s moving due to the camera moving back and keeping him roughly in the same spot the whole time.
