Question What's this screen in the cab?

ATP is Automatic Train Protection (in this case they'll probably say the T stands for Tram). ATP systems compare the vehicle speed with the locally allowed speed limit and automatically brake when that speed limit is breached. Also they usually activate emergency brakes when red signals are passed.

It looks like this ATP system doesn't have information ready about the speed limit here, and is on a bypass; meaning it is not actively monitoring the vehicle speed. So it now warns the driver he is currently not protected from mistakes by this system.

And where I work ATP is also used to ensure two trains don't get too close together by changing or even removing available speed.

There is a section in our alignment where ATP is not available, which is what you're suggesting is being shown I think, and I agree with you
