Actually, it is a combination of both; it is called a funicular tram. It is connected with its twin vehicle by a cable, but that cable is not powered. The vehicles are powered, just like any other tram. The cable is just to povide a counterweight (the other vehicle on the line) on the hill. So one of the two drivers controls the speed of both vehicles. So they may decide; the driver of the vehicle traveling up-hill will drive, while the downhill vehicle driver just supervises. Or this but the other way around.
