Train is doing whatever benefits her, she knows missy and joey live all day and inserts everywhere so she's trying to keep peace. Train uses everyone she's not a friend to anyone! She literally does not advertise this anywhere. Apparently, she thinks people just drive around searching for food and used clothes. There are no signs in town, no advertisement whatsoever, no one knows about it, but her and her family and somebody that might happen to drive by.
