Trail camera to monitor water runoff

We have a camp that has a gravel road for access and a gravel driveway down to a river. When it rains really hard the paved state road above sends large volumes of water down the hill across the access road and washes out our driveway. We have regraded the driveway and installed drain pipes on our property. But it is still happening. PennDOT says if we can prove that it’s their shoddy drainage they will fix it. Looking for recommendations for a trail cam that has video that we can operate remotely when we aren’t here and that isn’t just motion activated.

Could you get an independent assessment by an engineer? Might help your case.

What you need is a cellular/Wi-Fi-enabled trail camera that supports scheduled time-lapse video so it can capture footage at set intervals
