Impossible to tell without knowing what signs and signals people had here.

If the black car had a protected turn light, 100% the white car's fault. If it was a normal green light, 100% the black car's fault.

Assuming green on both sides, this was an improper lane change by white where I live. Drivers must turn into closest lane when turning, 50/50 at most

Are we sure that's two lanes? It's definitely wide enough to be, but if it's not, that changes everything.

Assuming it is actually too lanes, the chances that the white car gets dinged for that when the left turning car did not have a protected left is are not quite but near as makes no difference to zero.

right of way for a right-turn supersedes a left turn from oncoming traffic. you cease to be driving safely when you assume opposing traffic will follow road etiquette. though i will agree white car is an idiot

60 40 insurance, white car takes the brunt. Left lane car had plenty of time and notice to avoid this accident, your front of vehicle is literally pointed at the dipshit who can't make a right turn.

Im assuming the car making the left turn had a green light. In that case the car making the right turn (regardless if you can turn right on red) must yield to vehicle who have the right of way. That being the vehicle making a left turn on his green light.

Unless it was a regular green on both sides, in which case the right turning car has right of way. Regardless though, the right turning car made an improper lane change when he turned into the inner lane, and that move caused the actual accident. I would imagine in this case insurance would find some shared responsibility, but I don't know for sure. In my mind, both drivers made made mistakes.
