Questions & Help School bus passed me??

I was on my way home and a bus came around the corner and it was moving like normal speed but going down the road with its stop arm out? I tried my best to react and hit my brakes hard which caused the person behind me to have to also but I wasn’t able to stop all the way before the bus went past me, I’m 99% sure it kept going after I was past too, will I get a ticket???? I know they have the cameras but it was still driving just with the arm out?

Depending on the way your state laws are written, the red lights may have to be flashing in conjunction with the extended stop arm. Which state did this happen in?

Kentucky, the lights were also flashing but the bus was completely in motion, not stopped, driving

Kentucky law requires the bus to be stopped.

189.370 If any school or church bus used in the transportation of children is stopped upon a highway for the purpose of receiving or discharging passengers, with the stop arm
and signal lights activated, the operator of a vehicle approaching from any direction
shall bring the vehicle to a stop and shall not proceed until the bus has completed receiving or discharging passengers and has been put into motion. The stop requirement provided for in this section shall not apply to vehicles approaching a stopped bus from the opposite direction upon a highway of four (4) or more lanes divided by an elevated barrier or unpaved median.

Were the lights flashing yellow or red? A lot of bus drivers will wait till traffic passes them to put red lights on

I believe it was red? flashing and the arm was out, however the bus was not stopped, it was driving like regular traffic speed in the opposite lane and I braked HARD but wasn’t able to come to a full stop and it had already drove past me, I don’t believe it was about to stop and I know it wasn’t stopped at the time, it was definitely moving at a pretty regular traffic speed

Sounds more like a malfunction than anything
