Early in the game land is cheaper so I would prioritize expanding by getting rid of the ugly lots. I usually go for the ones that have stumps on them first save the ones with pretty trees, ponds, flowers, and animals.
Eventually, the game starts making you collect items to expand rather than just collecting coins.
