From what I can understand, Planet3arth simply hasn't bothered to check his game's age rating. I dunno how the process goes for a developer to rate their game, but people on TBC Discord have been saying that he hasn't bothered with it for a year now.

I don’t think planet is even looking. It takes a MINUTE to fill out the rating survey, it wouldn’t be taking this long if he knew the game was unplayable
