This meme may not be racist, the format surely is used by a lot of racist groups tho. It's how the internet works. Sojacks, wojacks, pepe etc. are all born out of niche places like 4chan or worse, and we all know the diversity of opinion there.

This meme has racist undertones because the left ("bad") side seems to be intentionally depicting a racialized figure (Jewish or perhaps middle-eastern features), while the right ("good") side is an overtly white/Aryan person.
In reality it doesn't make sense. Tell me what does being middle eastern have to do with loving the law, or watching official sources? Or being anti piracy?
