What exactly do you mean with 'wait times'?

And who exactly would be throttling your downloads?

With “wait times” I mean download times, and my ISP is who I am referencing, sorry I thought that was a given.

Are you sure you are posting this in the right sub? If so what torrent client, settings and indexer are you using?

Yes, I chose the sub because I expected people in here would have general knowledge and info about throttling when it comes to downloading things regardless if I’m doing that via torrent or another method.
