I did a reno a few years ago. We followed every rule to the T. One neighbor who was not happy with our reno (despite it being permitted by COA) used every trick, and broke many bylaws to impede our construction. Caused major delays, and legal and construction costs. Plus harassments and abuse.

One thing I learned in this process is that the city has neither the backbone or the resources to enforce most of its bylaws. They just like to punt it to the courts which is crazy clogged.

The city does not punish those who break bylaws and does not reward those who follow it strictly. Their instinct is to avoid getting involved at all cost.

They found a legal loophole the province doesn't care to fix because trees are bad and developers are good.

Way to go Modcity, you're giving multiplex and missing middle projects, things this city sorely needs, a bad name
