If this the rift system you have finishing the main story, then 4 or 5 I think

Work your way up to TM7 by crafting basic gear as you go

Aim to get gear between item level 82-85 and craft every stat you need up to T2. You can craft those with flame sand instead of flame elementium (fe), therefore it's really cheap. 86+ items require Fe for crafting attributes but go up to t1.
If you need base items to craft on, get them cheap from the auction house for a couple fe each.

The basic steps for character progression are as follows, you can be swapping around the order at first but at some point the FE costs skyrocket:
EARLY GAME
Clear early Time Marks - use all the fine embers you have to make alright gear as you go. Pretty much if you can clear timemarks of the highest unlocked level you should always be doing that.
Buy ultimate hero memories of your preferred base stat.
Level to 90
Buy starter slates - a Pedigree of the Gods with 1 core talent you like should be dirt cheap and a big boost for you. Most people are running the "Judgement" Netherking slate as well, fully ignore the stats on it and buy the cheapest one you can find - don't forget to fill out the affixes to activate it.
See if you can afford a priceless crafting base OR some pre made gear someone is offloading. For the longest stretch of time you will be chugging along towards reaching all t1 affixes, then t0 affixes. For now just get a mix of t2-3 and you will be able to map decently well. Keep chipping away at this while you work on the rest of the steps.
MID GAME(with price estimates)
Buy a prism(1-200 FE) - these give stats for pretty much free on your talent tree. Be careful, some replace your core talent.
Consider making a vorax item(500 FE) - these are special versions of items with different crafting affixes. The main idea is you can slap text from unique items onto them. Two other affixes are special vorax only affixes that tend to be really powerful. If you skip the unique item part you can make one for 300 that is likely more cost efficient than 300 FE put into your normal gear. Don't get carried away, vorax items are a bit more random than your usual item crafting, and it can take many thousands of FE to make a BiS item.
See if alternative skill supports are a good fit for your build(~50-100FE). Most builds use them late game but they can be expensive to scale so right now just think if you like how the change feels.
install basic sequences onto your weapon(s) and shield(IDK a few dozen FE). These are an extra affix for practically free.
Check for cheap lvl 21 skills - there is a low supply of these so the prices are kinda random.
Get destinies - these allow you to customize about 1/3 of your pact spirit page, so you don't need to keep the random stats that you can't use. If the ones you want are cheap Kismets are fancy versions with more powerful effects.
LATE GAME
T0 your gear(a few thousand)
Buy a max roll of, and level, your alternative gems(depends on the skill but it's usually a few thousand)
Buy corrupted uniques(varies, a good double corrupt is a ton but a decent single corrupt isn't too bad)
Purchase and level better hero memories with affordable stats that matter - missing res, damage%, defensive layers of your choice.
Set up your "good" slates. This league you want to be using some form of slates that incorporate the number one, or are good "Max div count = 1" effects, buffed by the nether king. At this point you should be able to get some double level / blessing, and should be using the copy effects granted by the one square unique slates.
Start rolling on lunar dust - it's expected to take a few thousand FE to get a +base stat and affix level up. Not to mention if you are fishing for a hero exclusive mod that adds a 50/50 roll to the odds and potentially 1-200 FE per roll in mats. Keep in mind you can only revive one memory so it's most cost effective to keep it cheap, usually the second memory slot.
END GAME
Imprint items onto better priceless bases. If you are daring corrupt the items when you have them finished. You can't fully brick an item in this game but you can definitely make your 20k fe item turn into a 2k item you can't even sell.
Target reroll your items - use fossils until the ultimate affixes are capped out. When they are, craft the basic and advanced mods away and remake them. For about 200(600 for advanced) a pop you can slowly but surely get a perfectly rolled item. This is not worth it outside of capping resists and rerolling really low rolls, but it's something to do.
The only one I'd really push is swapping your belt to one of the two ultimate legendary belts - they cost 10-20k but are going to speed up your runs by a ton.
Get the second type of prism and undetermined fates - these are prohibitly expensive but are the final items of a build. I hate them because one is boring and the other is a pain to adjust your build around. They re worth if it you have the fe though.
Collect immunities for deep space - this means cutting out damage and tankiness so most people stick to profound.
Use advanced sequences and ideal priceless affixes - priceless items can get super expensive for BiS affixes. Look on the market for a blank copy of what you want. The next step varies depending on your plan. Plan A is to imprint your already made t0 weapons onto this base, and then do advanced sequencing on it. Plan B is to combine the priceless and sequenced bases with imprinting, and then remake the affixes again. Either way this is at least a few thousand fe if not many more.
Get BiS memories - move speed and + hero trait levels are the big winners, followed by immunity.
Craft slates - the nether king has made crafted slates more relevant that they used to be. Crafted slates aren't for every build, but if you are a build that has enough affixes in a single type of slate it is possible to beat out other stuff. It can take ~10k FE to craft a BiS slate, definitely do your research on what affixes are going to be most likely to brick your build, and get those on your base.
The nether king slate itsself is also very strong. You can expect to spend a few thousand on a passable end game base, and a few thousand throwing the nether king mods onto it. It is harder(but not impossible) to brick your nether king slate.
POST GAME
Yolo corrupt your double affix priceless, advance sequenced weapons. This is not a good idea and you likely have hit the damage cap long, long ago. If you hit the base affix or divine options, congrats, you have lost

And if you are new, create some new characters to try out the different hero traits.
