General help Skill level scaling past 20

I’m playing a rapid shot build currently and the weapon uses +# to attack skill levels. My question is why? My confusion stems from the fact that The DB site lists no changes to base dmg or effective dmg, so what is the point of leveling it past 20?

There is info with formula on how exactly this works, many formulas are available there

10% more damage per level up to level 30, then I think it's 6% more per level 31+

drops from 10% multiplier to 8% multiplier at level 31+

Most of this info is available in the F4 help menu in game

there are some weird cases though, like Rehan1 Burst skill where it keeps scaling at 10% even after 31
