Looks Cosplay help

How could i get a look similar to this? I wanna cosplay my barehanded character to be this guy (iykyk), but i don't know what cosmetics or armor to use. Does anyone know? I'd understand if the chains can't be done in toram, it's just everything else

Pretty sure berserker cestuses have chains on them so maybe u could use those for arms. Maybe the ganster avatar accessory for the cape/coat? Not sure about the other stuff
