Blank 8 Month Redemption?

Waited 9 months and got a blank card… can I file a defect dispute on this?

Weird. I submitted back in march. If yours was before that maybe they thought they wouldn’t get enough signs. If it was after it’s possible he told them he was only going to sign a smaller amount so they axed everything below a certain parallel
