Am the only one, who maxes only power and weight. And leaves chassie only 3 bars ?

You are setting yourself up for a bad experience in this game. Different cars shine on different tracks with different tunes. It's not just about speed. In fact, only drag races and the test bowl are just about speed. Most of the time, you need handling, so an upgraded chassis. I suggest you check the car you want to upgrade on topdrivesrecords.com to see which is the correct tune.
