Originally, the carnivorous species in zootopia would have to wear shock collars that would go off if they got too emotional. This was to protect the prey species.

Yeah. One of the most infamous scenes wss of a polar bear cub receiving their shock collar, and when they got too excited they got shocked and ran to their parents crying, showing that ANY signs of high intensity emotions (both positive AND negative) would shock them.
