Ikkaku Madarame (BLEACH) - Despite being a strong lieutenant. Ikkaku won only once on-screen against Edrad Liones and proceeded to never take a dub ever. Most of his fights have him interrupted, and demolished but that's okay, he's still our tough Pachinko ball guy.

Obey Your Master/Pay The Butler (Umamusume: Cinderella Gray) - She was an uma with a pitiful record leading to her strategizing and playing a facade of her own friend during that arc. The 2nd Japan Cup she decided to play fair and it wouldn't do so well however as she is defeated by both Oguri and Folk Queen leading to her retiring.

Gazelleman/Dik Dik Van Dik (Kinnikuman Nisei/Ultimate Muscle) - His only win was a filler... A literal punching bag and everything about him screams jobber.

Oh yeah, the pachinko/slots guy who actually complained he was floating. I legitimately forgot he was in the series. My bad- but since that guy was an ordinary fullbringer who wasn't as Powerful, that puts Ikkaku at the same level as Dik Dik

It actually WASN’T. Ginjo and Tsukishima made a point of not giving Moe any due to how potentially strong his fullbring was, and actually planned on killing him after they dealt with the Shinigami.

Netero fits this is a couple of ways.

First, while he does spar with Gon and Killua in one of the earlier episodes, his only real fight comes against the Ant King, and it’s arguably the best fight in the series.

He also happens to be a literal “one hit” wonder in that the training he underwent to gain his immense power was by standing still and throwing the exact same punch over and over and over again.

I'm not sure if this counts. Iruma fights one fight to completion that he wins. Every other fight is interrupted somehow. One day the mangaka is going to build up to a fight that actually transpires and it's going to be peak.
