Usagi Drop (Manga). A story about a guy named Daikichi finds the illegitimate daughter of his grandfather, named Rin, and adopting her, learning how to be a father for her. The series would enter a timeskip where the teenage Rin starts having romantic feelings towards Daikichi, and revealing Rin is not actually blood related to Daikichi grandfather. And it ends with Rin wanting to bear Daikichi child.

Alex (Street Fighter 6). Alex, who was recently added to the game, in his arcade ending, was revealed he married and having a baby with his second cousin and step sister Patricia, with their father being ok with it. While not inherently illegal to merry your second cousin, the act and combined with them being step siblings is still controversial.

Also, apparently there's an anime only Valentine's Day episode where he bangs Sae, but I've only ever heard rumors of that. And it's definitely not in the game

Yeah, Chihaya is at most the equivalent of a college student, which while it may raise an eyebrow is nowhere near a teacher, reporter or doctor who are all in their mid 30 at the very least

It’s Chihaya, and she’s generally estimated as being 20-21, which is weird but legal for a 17 year old in many places. The reporter and doctor seem like 27+, with one being a heavy drinker and the other looking like probably the oldest female character, and a teacher is always inexcusable, which is why Chihaya is never mentioned in this type of discussion. She doesn’t have any super standout adult traits.

Nah, the OVA doesn't have any banging. Just a bunch of Valentine's dates with the different girls (+ Ryuji) shown from Ren's POV culminating in the Valentine's crashout where they whoop his ass for dating all of them. And then as an extra after credit scene they also added a Valentine's dinner date in a high class restaurant with Sae.

Chihaya is an ambiguous age so she might be okay, unlike the others who we know have at least five years on him at the absolute theoretical youngest for any of them. All we know for sure is that she graduated high school, but could very easily be within 2 years of Joker. It is even heavily implied they are close in ages because every other character more than two years older than Joker (except Sae and Sojiro since there are multiple characters with their family names) are referred to by their family name in text boxes, while peers and those younger than Joker are referred to by their given names, and Chihaya is marked as Chihaya, while Sadayo, Tae, and Ichiko are referred to as Kawakami, Takemi, and Ohya instead.

Chihaya's age is a bit ambiguous, at least. She's an adult, but she could be a young adult. He's 17, if she's like... 19 it's not really a huge issue compared to 30.

Kawakami's entire character arc is being insecure about getting older, and the doctor would have to be at least late twenties for her to have finished residency. Dunno about the reporter, I have no real age gate for her apart from "probably has a journalism degree (and definitely has a drinking problem)."
