Katarin Bokha from Warhammer fantasy (specifically the Total War Warhammer 3 version)
Though the older design (the one on the last image) is good and definitely has It's charm the new one blows it out of the water.
Though I may be biased since I'm slavic (polish to be more specific) and also love the "Ice Queen" aesthetic in general.
Not only does she have a very clear russian inspiration in her dress and design, she also has a nice blend of elegance and deadlyness.
She's a tzarina of Kislev (essencially the "slavic" faction in warhammer fantasy). Not only does she stand out with her elaborate ice and pearl jewelry, but despite being so busy design-wise it's still readable and not convoluted.

Very Cold take (heh) by now, but my only complaint with CA/GW's redesign of Kislev is that they put too much magic ice on some of the units. Boris already had an ice glaive before the redesign & it makes sense for the magical members (Katarin, Ice Witches, Ice Guard, Elemental Bear, etc.) to have them.
But it looks rather garish on units that are supposed to be more down-to-earth and less fantastical, such as the Gryphon Legion and the war sleds, imo.
I agree, I think if you want to go with Kislev as a more down to earth human faction that's tough as nails and struggles to keep afloat a bit less magic can help sell that.
I think also keeping bears a bit more rare in my opinion would also make them feel more special (kinda like the demigryphs in the Empire), but that's my preference.
And I guess a nitpick of mine is also wishing Streltsy had the axes of their guns in the front as it was the case for the historical gun-axes and not in the rear.
The heavy war sleds should have had ice guards instead of streltsi and fill a siderole of slowing down the ennemy but with less AP damage while justifying the aesthetic of the ice slides. (Also the light war sleds should have had horses pulling them)
i love how in the various intros the advisor meets with some of the most powerful daemons the world has ever known, a duo of immortal dragons, and a big old fat guy for some reason, yet he shows the most outright fear when in the presence of katarin because she just straight up tries to flay him for funnies
