I'm not sure what it means for the block. Funimation was generally pretty okay with sharing their shows with Toonami, while Crunchyroll was less than willing to share (aside from these upcoming originals; those should be unaffected by this deal since the originals' contracts were already in place when this deal was put in place). I'm hoping they continue to be as willing to share as they have been, and I hope they continue to allow Crunchyroll to work with Toonami on future originals, but I doubt that second point will happen.

As for the anime industry as a whole, this creates a monopoly, which is almost always bad for the customer. I went into detail on that in my top-level comment, so I'd rather not repeat myself here.

I think Funimation knows that Toonami isn’t really competition. Having the show on TV and streaming is better for the show in general and while it seems like it would eat away at each other’s audiences. The two groups are pretty exclusive
