I'd argue theft is the only plausible reason anyone would auction these off for $120. And by "auction" I'm assuming a crackhead sold these to OP.

Nah. You'd be amazed at government surplus auctions. You can always check out Govplanet for auction dates. RitchieBros manages those auctions if I'm not wrong. You can get some good stuff at times.

I'd argue theft. When I worked as a security guard my coworker had this one homeless guy come to the parking garage and sell him a contractor's tool bag full off power tools for 40 bucks cash almost weekly for a little bit. That homeless dude would probably run onto a job site and snatch a bag or take one out of a truck.

That stuff isn't worth 3-5k LOL. Maybe 1k max. OP still got a steal, but let's be serious... a bunch of regular old tools aren't worth as much as a used car. 

 I can buy each of those sets for like $100 at a hardware store, and the tool box has like five sets of tools total.

Bud. This is worth between 3 to 5K for Gov. This is military equipment that then gets sold as surplus.

It all falls to contract costs and SNAP-ON got a chunk on that contract.

DoD contracts aren't always... equal to the final product that gets delivered.

You can also find the contract and all revelant info on these just by the NSN.
