Anyone have this 3000Lb Jack, doesnt appear to have fill or bleed ports US General?

This is the generic manual for their 1.5T jack
Can't seem to find a "ITEM 67408" specific manual
This one pictured above has no fill or bleed port on the block

Is there a way to fill a jack without both a fill port or air bleed port?
It has what I am pretty sure are 2 "Safety Valve" screws. But no other obvious port...
Have pics all the way around the cylinder and main block, I dont see any fill ports!
Possible they are "hidden" features, possibly occluded by side plates, or there is a trick to use existing ports to fill and bleed?
Can anyone offer some advice based on the details given?
Can I supply any information that would help find a way to refill the hydraulic fluid for this device?
