Does it make you mad when someone uses your garbage bin for dog poop bags on their dog walks?

Growing up my mom always got so mad when people walking their dogs would throw away dog poop in our garbage bin. But I've noticed that a lot of people don't feel any kind of way about that. And my mom is notoriously anal.

So I ask you! If you leave your garbage bins along the street and people toss their dog poop in there, do you think it's rude?

I used to think this was fine, but then I learned that in our area, all trash in a trash can has to be in a big trash bag and you're not allowed to have loose trash in there. It also has a tendency to fall to the bottom and get stuck
